CITIZEN CHARTER

DEPARTMENT FOR THE WELFARE OF SC/ST/OBC’s/MINORITIES.B’ BLOCK, IInd FLOOR, VIKAS BHAWAN, I.P. ESTATE, NEW DELHI-110002.

PREFACE

The Department is fully committed to the highest standard of excellence and transparency in providing the benefits to the people belonging to SC's/ST’s/OBC’s/Minorities.

For achieving its goals, concerted efforts are made for quick disposal of applications/letters and complaints. The following periodical arrangements have been made for early disposal of above matters.

(1)Applications/letters will be accepted by the Department and a signed receipt will be issued therefore.

(2)Effort will be made to send reply of the letters/clarifications within two weeks.

(3)If the financial assistance can not be provided to an applicant due to ineligibility or any or any other reason, he will be duly informed of the decision within a month.

(4)If the Department needs comments of another Department for disposal of applications/complaint received, in that case department will take action within two weeks any try to send the reply within six weeks to complainant.

(5)Information regarding implementation of important schemes and new plans will be given to the target groups through advertisements in the newspapers. MLAs and local leaders will also be contacted in such maters.

(6)Besides all these things, officers/officials of this Department shall be available in the office between 10:00 Noon to 11:00 A.M. every day for public hearing.

Number of schemes are being implemented by Govt. of NCT of Delhi for socio-economic development of residents of Delhi belonging to SC's/ST’s/OBC’s/MINORITIES. Name of the schemes implemented amount of financial assistance given under the schemes and conditions laid down therein which are to be completed by the applicant, name and telephone number of the officers of the department dealing with the various schemes is given in the last. Format of the application form is published in the newspapers alongwith advertisement of the schemes.

Details of Scholarship Schemes

The Department for the Welfare of SC/ST/OBC is implementing 09 types of Scholarship Schemes for the SC/ST/OBC/Min, including CSS schemes and five State- Funded Schemes, online, on e-district Portal.

State-Funded Scholarship Schemes

1)Reimbursement of tuition fees to the SC/ST/OBC/Min students of Class I to XII, studying in recognized public/private schools of Delhi.

2)Financial assistance for purchase of stationery to SC/ST/OBC, Min students from class I to Class XII

3)Scholarship / Merit Scholarship to the Students belonging to SC/ST/Min category from Class I to Class XII.

4)Merit scholarship for students belonging to SC/ST/Min category studying in Professional/ technical Colleges/ Institutions/ Universities.

5)Dr. B. R. Ambedkar State Toppers Award forstudents belonging to SC/ST/OBC/Min

For availing benefits under these scheme, following conditions are required to be fulfilled:

1)Applicant should belong to SC/ST/OBC/Minorities and in support thereof they are required to upload SC/ST/OBC/Minorities certificate issued by concerned district office Delhi.

2)Application should be resident of Delhi and in support thereof he/she is required to upload a supporting document.

3)The applicants should read guidelines of the scholarship scheme carefully before choosing the scheme as per their eligibility criteria of the student, available on the official website of the department i.e.www.scstwelfare.delhigovt.nic.in

4)Student may not opt any centrally sponsored scholarship scheme with the state funded scheme.

 

Details of Scholarship schemes

1)Reimbursement of Tuition fee for SC/ST/OBC/MIN. Students

The SC/ST/OBC/Min. Students in Ist to vth will be entitled to get reimbursement of tuition fee and other compulsory fee irrespective of the percentage of marks.But in case of students studying in VI to XIIth class tuition and other compulsory fee will be reimbursed to only those students scoring 50% & above marks and having attendance not less than 80% in the preceding year.The reimbursement is 100% to the students whose family income do not exceed Rs. 60,000/- per annum,. In case, students whose family income is more than Rs. 60,000/- and below Rs. 2.00 lakh per annum 75% of thethat fee will is reimbursed.

2)Financial Assistance for purchase of stationery to SC/ST/OBC/Minorities students

(a)I to VIII class – Rs. 1000/- P.A.

(b)IX to XII class – Rs. 2000/- P.A.

(a)Financial assistance is provided for purchase of stationery to SC/ST/OBC/Minorities Students of 1stto 12thclass studying Govt. of India/GNCT of Delhi/Aided Recognized schools.

Eligibility Criteria:

a)Students studying in Class 1 to 12thin Central Govt/ govt. of Delhi/ Aided/ Recognized/Local bodies schools are eligible.

b)Family income should not exceed Rs. 2.00 lakh per annum

c)A student is allowed to avail the scholarship either under the State plan Scheme or Centrally Sponsored Scholarship Scheme, Whichever is beneficial to him/her.

d)The applicant belongs to the minority communities should be resident of Delhi for the past three years and should upload proof thereof like EPIC card, Aadhaar Number, Ration Card, Landline telephone bill of MTNL, DrivingLicenseissuedbyGNCTDandDomicileCertificateissuedby SDM in Delhi or pass book of nationalized bank. TheapplicantshoulduploadCasteCertificate(SC/ST/OBC)issuedin the name of student or his father’s name by SDM/Deputy Commissioner (Revenue),GNCTD,DomicileCertificateofDelhiifthecaste(SC) certificate is not issued by the competent authority of Govt. of NCT of Delhi is required.

e)In case of minority student, declaration by parent/guardian in prescribed format that his Son/Daughter belongs to particular Minority Community require to be uploaded on the portal.

Terms and Conditions

But family incomeceilingoftheparentsinr/oOBCandMinoritystudentsisRs. 2.00 Lakh Per annum and income proof in the form of income certificate inthenameofparentsissuedbycompetentauthoritiesofGNCTof Delhi,validatthetimeofsubmissionofapplicationrequiretobe uploaded.

c)The rate of scholarship will be reduced to 50%, if a student who fails in the annual examination, but continues studies, except in cases where thestudentfailstoappearintheannualexaminationonmedical grounds of due to natural calamities or any other reason beyond his/her control

An award of Rs. 8000/- is given to each of thetoppers amongst SC/ST/OBC/Minorities students in each discipline at the graduation level examination of following institutions.

Terms & conditions

a)The student must have passed his/her 10thand 12thclass from Delhi.

b)The award is given to a student, who tops among the SC/ST/OBC/Minorities in each discipline of the professional/Technical degree course.

c)The topper student is awarded only once after passing out of the final examination of the course.

d)The award is conferred among the toppers of all professional/technical courses.Being a merit based award, no family income limit has been laid down.

6)Post Matric Scholarship for OBC Students

(Centrally Sponsored Scheme – Ministry of Social Justice and Empowerment, Govt. Of India)

Department for the Welfare of SC/ST/OBC/Min. is implementing centrally Sponsored

Scheme of Post Matric Scholarship to the students belonging to OBC category for pursuing

further studies at post matriculation/ post secondary (college/University) levels within India.

Terms & Conditions :-

a)Scholarship is available to all OBCstudents whose parents/Guardians income from all sources does not exceed Rs. 1 Lakh per annum who are pursuing post matriculation/post secondary (college/university) level studies in Govt. Recognized institution.

b)Students pursing studies through correspondence courses are not eligible.

c)All the children of same family/parents are also eligible subject to the income limit of the parents.Students availing any other scholarship/stipend such as merit scholarship will not be eligible for the scholarship.

d)Income certificatefrom area S.D.M.,GNCTis required.

Amount of Scholarship

a)Maintenance allowance 160 to 750 per month depending upon the course and also on the basis of Hosteller/ Day Scholar.

b)In addition to this, the entire course fee (compulsory & Non – refundable) is reimbursed on the basis of actual receipts and fee structure of each particular Course/ Institutions.

Conditions: The Department has fixed capping in view of the restricted funds allocated by the Ministry of Social Justice & Empowerment and large number of applications received under the scheme.

7.Pre Matric Scholarship for OBCstudents

(Centrally Sponsored Scheme – Ministry of Social Justice and Empowerment, Govt. Of India)

Eligibility Criteria

The scholarships may be given to the students enrolled in class I or any subsequent

class of Pre-Matric stage in the case of day scholars, and class III or any subsequent

class of Pre-Matric stage in the case of hostellers. The scholarship will terminate at

the end of class X. The duration of scholarship in an academic year will be 10 months.

Scholarship award will be sanctioned in the case of students whose parents/guardians

income from all sources does not exceed Rs. 2.5 Lakh per annum.

Coverage Value of Scholarship and Ad-hoc grant.

i. Hostellers:

The students as hostellers will be covered from class III to X. The rates of scholarship

will be as under:-

Class III to X Rs.500/- per month for 10 months.

II. Day Scholars

The students as day scholars will be covered from Class I to Class X. The rates of

scholarships will be as under:-

a)Class I to X Rs.100/- per month for 10 months)

III. Ad-Hoc Grant

a.An ad-hoc grant of Rs.500/- per student per annum to all students i.e. hostler as well as day scholars will also be given.

b.The scholarship amount will be payable from the date of joining to the date of leaving

c.the school, excluding the period of vacation, which will be about 10 months in a year

d.except in the cases where the students enters late or leaves early in the midst of

academic year.

e.Regular attendance record not less than 60% in the previous year should be prerequisite for availing scholarship.

8.Post Matric Scholarship for SC Students

(Centrally Sponsored Scheme – Ministry of Social Justice and Empowerment, Govt. Of India)

Department for the Welfare of SC/ST/OBC/Min. have taken over implementation of

Centrally Sponsored Scheme of Post Matric Scholarship to the students belonging to SC

category for pursuing further studies at post matriculation / post secondary

(college/University) levels within India.

Terms & Conditions:-

Scholarship is available to all SCstudents whose parents/Guardians income from all sources does not exceed Rs. 2.5 Lakh per annum who are pursuing post matriculation/post secondary (college/university) level studies in Govt. Recognized institution.

a)Students pursing studies through correspondence courses are not eligible.

b)All the children of same family/parents are also eligible subject to the income limit of the parents.Students availing any other scholarship/stipend such as merit scholarship will not be eligible for the scholarship.

c)Income certificatefrom area S.D.M.,GNCTis required.

Amount of Scholarship

a)Maintenance allowance 230to 1200 per month depending upon the course and also on the basis of Hosteller/ Day Scholar.

b)In addition to this, the entire course fee (compulsory & Non – refundable) is reimbursed on the basis of actual receipts and fee structure of each particular Course/ Institutions.

9.Pre Matric Scholarship for SCstudents

(Centrally Sponsored Scheme – Ministry of Social Justice and Empowerment, Govt. Of India)

Eligibility Criteria

a)Students should belong to schedule Caste.

b)Caste Certificate in the name of student/father issued SDM/Deputy Commissioner concerned of GNCT of Delhi.

c)Family income should not exceed Rs. 2.50 Lakh per annum ( proof in the form of self Declaration in prescribed format).

d)To be eligible no percentage of marks.

An award of Rs.8000/- is given to each of the toppers amongst SC/ST/OBC/Minorities’ students in each discipline at the graduation level examination of following institutions.

12. Reimbursement of tuition fee for SC/T/OBC/Min. students in public Schools

Amount of Assistance / Terms & Conditions

The SC/ST/OBC/Min. students studying in Ist to Vth will be entitled to get reimbursement of tuition fee and other compulsory fee irrespective of the percentage of marks. But in case of students studying in VI to XIIth class tution and other compulsory fee will be reimbursed to only those students scoring 50% & above marks and having attendance not less than 80% in the preceding year.

Thereimbursement is 100% to the students whose family income do not exceed Rs.60000/- per annum. In case, students whose family income is more than Rs.60000/- and below Rs.2.00 lakh per annum 75% of the fee will is reimbursed.

13. Hostel for SC/ST /OBC/Min. Boys and Girls students.

Capacity of hostels is 100 for Boys and 60 for Girls students.

Terms & Conditions

Separate Hostel is available for poor SC/STOBC/Min. Boys and Girls students, studying in XII class or above in Government or recognized schools or colleges. All the facilities, in this

hostel, are provided free of cost The income limit of the parents of students,who seek admission should not exceed Rs. 2.00 lakh per annum.

In hostel for Boys an expenditure of Rs. 127.98 lakh was incurred in 2013-14, Rs. 226.94 lakh in 2014-15, Rs. 125.00 lakh was incurred in 2015-16, Rs. 121.14 lakh was incurred in 2016-17 and an amount of Rs. 96.06 lakhs was incurred on the schemes, during the year 2017-18.

In hostel for Girls an expenditure of Rs. 41.01 lakh was incurred in the year 2013-14, Rs. 35.96 lakh in 2014-15, Rs. 61.36 lakh was incurred in 2015-16, Rs. 58.05 lakh was incurred in 2016-17 and an amount of Rs. 51.15 lakh was incurred on the schemes, during the year 2017-18.

14. Pre-Exam Coaching for ST/OBC/Min. students.

Pre Examination Coaching Centre at Karol Bagh is a Centrally Sponsored Scheme but from the year 2006 no fund was released by GOI. The scheme is not operational for the last few years.

Under the scheme, two posts are sanctioned and to meet out expenditure on account of salary, office expenses etc.is being incurred from the Sate Funds.

During the financial year 2017-18 an expenditure of Rs. 34.84 lakh has been incurred against RE of Rs. 88.05 lakh.

15.INSTITUTION OF DR. AMBEDKAR RATAN AWARD (Rs.30.00 Lakhs for 12th Five Year Plan and Rs. 13.00 lakhs for Annual Outlay 2018-19):-

Amount of Assistance / Terms & Conditions

This is an ongoing scheme. Dr. B.R. Ambedkar was one of the most prominent personalities of India, who actively participated in the struggle for freedom and made an indelible impact on the minds of people of the country particularly the Scheduled Castes and Scheduled Tribes, who constitute more than 25% of the total population. They revere him as their messiah. It was because of his untiring efforts that special provisions were incorporated in the Constitution of India to secure justice, liberty and fraternity for down trodden people of the country, who had suffered for centuries and due to such provisions, today they are living with dignity. It was he, who along with some other leaders of his time, strived to get the untouchability removed from the country. The Constitution of India prepared by him is a living monument in his memory.

With the passage of time, the people are forgetting his ideals of service to the down trodden people. It is quite essential to inculcate such ideals in the new generation of the nation as a whole and SC/ST in particular so that the country moves in the direction as envisaged in the preamble of the Constitution framed by Dr. Ambedkar. This can be best done if his ideals are kept alive. For doing this, it is proposed to institute an award in his memory which will be known as "Dr. Ambedkar Ratan Award". The award will include an amount of Rs.1.00 lakh, a citation and a shawl. The award will be given to an eminent personality or institution, which has done pioneering work in the socio-economic development of the Scheduled Caste in Delhi. A committee of eminent persons has been constituted to decide the name of the person or institution(s) to whom this award will be given. The award will be presented by a prominent personality in a function to be organized in a befitting manner.

Note: -The interested person(s)/organization(s) are required to submit the application on theplane paper along with supportive documents which should be recommended by Union Minister/MPs/MLAs/Recipients of Dr. Ambedkar National Award/Vice Chancellor of University functioning in Delhi or social organizations and Non-Government organization of repute.

16.“Jai Bhim Mukhyamantri pratibha Vikas Yojna.”

Council of Ministers, Govt. of NCT of Delhi vide Cabinet Decision No.2526 Dated 12-12-2017 has considered and approved implementation of the scheme “ Jai Bhim Mukhyamantri Pratibha Vikas Yojna” through Department for the welfare of SC/ST/OBC Minorities as per salient features given below:-

1.Scheme has been envisaged to assisting the SC students to appear in various competitive examinations by way of providing coaching through established private coaching institutes.

2.The students must have secured prescribed percentage of marks in the qualifying examinations for which free coaching is proposed to be imparted under the scheme;

3.The students should be selected by the coaching institution based on academic criteria/ eligibility test prescribed by the institution itself. However, institution may relax these criteria for SC candidates suitably. In the absence of any criteria fixed up by the institution, students should be selected based on merit prepared on the basis of marks obtained by them in the qualifying examinations for appearing in the relevantcompetitive examinations for which coaching is to be imparted.

4.Sponsoring Department may also nominate some needy students for coaching under the selected institutions.

5.Only students belonging to SCs residing in Delhi& who have passed 10thand 12thclass( or studying in class XII)from the schools in Delhi ,having total family income of not more than Rs.6.00 lakh per annum will be eligible under the scheme;

6.Income and Caste Certificate issued by office of the concerned District Magistrate should be obtained from the Students by the selected institutes.

7.Benefits under the scheme can be availed by a particular student not more than twice, irrespective of the number of chances; he/she may be entitled to in a particular competitive examination.However only 50 % of admissible coaching fee is to be provided by the Govt. for students who avail 2ndtime coaching facility under the scheme.The coaching institution will also be required to take an undertaking from the students that they have not taken benefit more than twice under the scheme.

8.Where examination is conducted in two stages viz.Preliminary and Main, the candidates will be entitled for free coaching for both the examinations.They will be entitled for free coaching for both Preliminary and Main examinations as per their convenience. However, there will be no restriction on number of chances for coaching for interview, if the candidate is selected for interview.

9.The selected students shall have to attend all classes.In the event of any students remaining absent for more than 15 days, without any valid reason, benefits of free coaching to him/her shall be discontinued and another students shall be taken in his/her place.

10.The ratio of students who have completed their studies from Govt. and Private Schools to be coached under the Scheme will be 75:25.

11.Under the scheme, 75% of admissible coaching fee amount is to be provided by the Government and remaining25% to be borne by the students. However in case of students having total family income up to 2.00 lacs , full admissible coaching fee is to be provided by the Govt.

  1. Monthly stipend of Rs.2500/- per students will be paid for local students for attending the coaching classes.The institute would have to pay stipend to each student on monthly basis through PFMS/ ECS or cheque . Cash payment would not be allowed.

17.“ Improvement of SC/ST Basties”

Department is implementing a Scheme of“Improvement of SC/ST Basties”.Under the scheme, funds are being providing by this department to the executing agenciesfor carrying out the civil development works under the scheme.

Initially, in the year 2005, the Cabinet had approved Department’s Proposal for streamlining the system of implementation of the plan scheme “Improvement of SC/ST Basties”. . The Cabinet vides its Decision No.987 dated 16-08-2005 approved execution of the following civil works throughIrrigation and Flood Control Department:-

1.Repair/ construction of common bathrooms and community latrines.

2.Repair/ relaying of side drains and pavements.

3.Kharanja/ repair of kucha roads (brick edge soling).

4.C.C. flooring of approach roads of kharanjas.

5.Repair / construction of community centre/ chaupal.

Subsequently in the year 2011 this Department had again proposed for inclusion of DUSIB as the second executing agency in addition to I&FC Department for implementation of the Plan Scheme “Improvement of SC/ST Basties”. The Cabinet vides its Decision No.1776 dated 16-05-2011approved inclusion of DUSIB as the second executing agency in addition to I&FC Department for implementation of the Plan Scheme “Improvement of SC/ST Basties”.

The Area/ Bastie where such improvement works are proposed to be undertaken may be either on private land, Lal Dora/ extended Lal Dora or Government land allotted under 20 Point Programme with at least 60-70% built up area. No Improvement work shall be recommended/ executed in unauthorized SC/ST Basties on public/ government land.

Improvement works in the SC/ST Basties are being taken up on the request of MLAs, residents or their associations in such Basties which have a population of 33% or more of SCs/STs as per census record andlocal enquiry by the field staff.

18.New Initiative

Council of Ministers, Govt. of NCT of Delhi vide Cabinet Decision No.2474 Dated 24-05-2017 has considered and approved the following amendments in the scheme :-

1.New works for inclusion:

i.Construction of Multiservice facilitation centers to be operated in collaboration with different Govt. /Private Agencies.

ii.Development of Parks and providing benches in public parks.

iii.Development of Sports complex,

iv.Installation of street lights includinghigh mast lights for safety and security of people living in the SC/ST Basties,

v.Installation of CCTV Cameras for security of SC/ST persons,

vi.Laying water and sewer lines and construction of main drains,

vii.Construction of gymnasium,

viii.Construction of library,

ix.Construction of dispensary,

x.Setting up of Schools including residential schools ,

xi.Construction/ Renovation/ Alterationof Ambedkar Bhawan auditorium (सभागार),

xii.constructionof reservoir,

xiii.overhead water tank for DJB water,

xiv.Setting up of vocational schools,

xv.Construction of commercial shed for providing tea stall, cobbler shop, tailor shop, other petty economic activities under the scheme.

xvi.Construction of sub-ways wherever found technically feasible.

xvii.Hostel for working women and school girls.

xviii.Construction of culverts, foot – bridges/bridges.

xix.Crematoriums or development of burial grounds.

xx.Construction of tube wells and water tanks for providing drinking water to the people or execution of other works which may help in this respect.

xxi.Provision of common services/ community services including maintenance of group toilets, courtyard, common path and similar other services in privately owned katras subject to the stipulations that no ceiling on individual works or on total quantum or works per MLA will be imposed.

xxii.Bus Stop and Bus ‘Q’ Shelter.

xxiii.Garbage Collection Centre like one’s in NDMC Area.

xxiv.Solar Traffic Lights.

xxv.The development / Strengthening of common areas/common facilities/common passages / balconies /Courtyards/ Common stairs/toilet blocks and various facilities in the slum complexes developed by Slum & JJ Department and other such residential complexes allowed under the scheme.

xxvi.Provision of PVC Over head tanks for portable water storage in JJ Clusters and unauthorized colonies.

xxvii.The above is not exhaustive but merely an illustrative list of activities for which funds may be released under the scheme. It will be open to the Department to release funds for any other purpose connecting with the needs of the local SC residents; Decision in this regard will be taken with the prior approval of Minister in Charge after taking into consideration percentage of SC population in the particular locality.

xxviii.For the creation of above mentioned infrastructural facilities, if required payment for cost of land to the land owning agency also be permissible under the scheme.

2.After construction, Department may hand over the assets to the concerned Department or an organization of SC/ST persons for the time being for its operation. In this regard terms and conditions will be finalized with the prior approval of the Minister in charge and an MOU will be signed.

The Council of Ministers further decided that the projects, based on the recommendations of the area MLA, may be executed by any of the executing agencies of the Government, after getting NOC from agency concerned, wherever required, in consultation with / concurrence of the Administrative Department concerned.

19.Centrally Sponsored Schemes

1.Implementation of the Protection of Civil Rights Act, 1955 and SC/ST (Prevention of Atrocities) Act, 1989

Under this scheme financial assistance is provided to the SC/ST people for their rehabilitation, who are victims of atrocities by non-scheduled castes people. The assistance is given as per the provision of the SC/ST (Prevention of atrocities) Act and its Rules.

Terms & Conditions

1.FIR must have been lodged in Police Station.

2.Atrocity must have been committed by non-sc persons.

Period

Within three months of receipt of application.

2.INCENTATIVE FOR INTER CASTE MARRIAGE

The Scheme “Inter-caste marriage is a Centrally Sponsored Scheme “Protection of Civil Right Act, 1955 and SC/ST (Prevention of Atrocities )Act, 1989”. The objectives of the marriage between non-SCs and SCs as it is an effective instrument of combating the evil of castism. Under the scheme marriage mature between SC and non-SCs couple an incentive of Rs.50,000/- will be provided.

The Secretary, (DSCST) is a competent authority to authorize the concerned DC to operate the head according to the number of cases@ Rs.50,000/-- per case.Complete application forms will be kept in the custody of respective SDMs Office.

TERMS &CONDITIONS OF THE SCHEME

(i)Registration of marriage in the Office of the Registrar, marriages is compulsory.

(ii)Couple engaged in the inter caste marriage can apply for incentive within two years from the date of marriage.

(iii)Form the couple engaged in the inter-caste marriage, either husband or wife should be permanent residents of NCT of Delhi.

(iv)Mother and father of the person of any other State, engaged in the inter caste marriage should be residing in NCT of Delhi from the last five years.

(v)Non SC spouse either husband or wife belonging to any other State She/he should produce the proof that in the State to which he/she belongs his/her caste does not covered under untouchability and he/she follows Hindu Religion.After marriage such person will have to reside in NCT of Delhi.

(vi)The widow or widower upto age of 35 years having no children (Santan) can avail the incentive under this scheme after doing the inter caste marriage.

(vii)The engaged couple should produce a proof of living together after the marriage at the time of release of the amount of fixed deposit.

IMPLEMENTATION OF SCHEME

To obtain the incentive under the Scheme couple engaged in inter caste marriage should apply in the prescribed format, which is available at the office of the area SDM, attested by Gazetted Officer to the Area SDM alongwith the relevant documents such as marriage certificate, caste Certificate issued from the Deputy Commissioner Office and ID proof etc.required as per terms and conditions of the scheme within two years from the marriage.

As per the Scheme, the incentive of Rs. 50,000/- is to be given to the beneficiary. Area S.D.M. will furnish the list of the eligible couples to whom incentive for inter caste marriage is to be provided to the Department for the Welfare of SC/ST/OBC/Minorities, who will authorize the concerned DC to operate the head according to the number of cases @ Rs.50, 000/-- per case.

Complete application forms will be kept in the custody of respective SDMs Office.

A.Dr. Ambedkar Scheme for Social Integration through Inter-caste Marriage

Dr. Ambedkar Scheme for Social Integration through Inter-caste Marriage”scheme a marriage in which one of the spouses belongs to SC and other non-SCs. The marriage should be registered under the “Hindu Marriage ACT, 1955” and an affidavit of their being legally married and in matrimonial alliance would be submitted by the couple. The incentive for a legal inter-caste marriage shall be Rs. 2.50 lakh per marriage (1.5 lakh released to the couple on approval of the component authority and remaining amount 1 lakh released after 3 years of marriage.

TERMS & CONDITIONS OF THE SCHEME

·Apply for scheme within one year of marriage.

·No incentive is available on second or subsequent marriage.

·Marriage should be registered under the “Hindu Marriage ACT, 1955”.

·Annual income not be more than Rs. 5 Lakh.

·Proposal should be recommended by Sitting MLA or District Collector / Magistrate and submitted by the State/UT Government.

·Joint bank account of married couple.

20.Schemes implemented by DSCFDC.

This Corporation was set up by the Govt. of Delhi with the main objective of all round economic development and upliftment of members of Scheduled Castes Community living in NCT of Delhi.

Delhi Scheduled Castes, Scheduled Tribes, Other Backward Classes, Minorities and Handicapped Finance and Development Corporation Limited (D.S.F.D.C.) is a state owned Corporation to formulate and implement income generating schemes for all round upliftment and development of the target group beneficiaries. This Corporation has also been designated as State Channelizing Agency (SCA) in National Capital Territory of Delhi for National Apex Corporations viz. NSFDC, NSTFDC, NBCFDC, NMDFC, NSKFDC and NHFDC. Hence, any eligible prospective beneficiary can apply for financial assistance under any scheme for income generating purposes. Accordingly, DSFDC has set-up an Entrepreneur Guidance Cell at the Head Office, which functions from 10: A.M. to 3:00 P.M. for dissemination of information in the most precise and lucid manner. Forms are issued “free of cost”, from all the three Zonal/Branch Offices under all Schemes and under ‘Delhi Swarojgar Yojna’ the cost of the form is Rs.100/-.

1.Providing Vocational Training to youths belonging to economically backward Classes including SC/ST/OBC/Min./SKs under Rehabilitation Programme

The DSCFDC implement introduced a scheme Vocational Training for persons belonging to SC/ST/OBC/MIN/SKD to develop their skills and knowledge in particulars trades with a view to make them competent for wage employment as well as self-employment. During the past few years the Corporation had been imparting trainingtotheSCYouths inComputersSoftware, Electricalcomponent,Beauty

Parlours, cutting & Tailoring, Scooter & Motor Cycles Repairing, Electrical Gadgets, Repair of Refrigerator and Air Conditioning etc. through various reputed institutions as well as NGOs. DSCFDC has been providing training to SC/ST/OBC youth in collaboration with Apex Corporations and in tie up with Government institutions like ATDC andNSIC etc. The average expenditure per trainee varies from Rs.8000/- to Rs.21000/-.In the financial year 2007-08, one time grant ofRs.30 lakh was given to DSCFDC for procurement of sophisticated machinery and equipments for setting up an Apparel Training and Design Centre (ATDC) by the Apparel Export Promotion Council (AEPC) in the premises of DSCFDC. The objective of this training centre is to provide skill, training and up gradation. The Apparel Training & Design Centre run courses for different duration ranging from 3 months to one year for benefit of candidates from all over Delhi including Savda Gherva slum dwellers for which it was originally planned.In the first instance only three to four vocational courses are taken up through NSIC.

During the year 2017-18 an amount of Rs. 50.00 lacs was released toDSCFDC under theScheme “Vocational Training Programme.

2.Dilli Swarojgar Yojna for SC/ST/OBC/Minorities

The Deptt. for the Welfare of SC/ST/OBC/Minorities, GNCTD has launched a newplanschemefor providing opportunities for employment to the SC/ST/OBC/Min. The scheme known as “Dilli Swarojgar Yojna for SC/ST/OBC/Minorities”.Under this scheme a loan up to 5 lakh is provided to an entrepreneur willing to start a venture in Delhi.

During the FY 2012-13, an amount of 50.00 Crore was released to Delhi SC/ST/OBC/Minorities & Handicapped Financial & Development Corporation (DSFDC). The scheme has already been taken for implementation by DSFDC. The implementing agency will create corpus fund of the amount released by the government and the loan to the beneficiaries will be given out of the interest income of the corpus fund created for the purpose.Rs.6.00 Crore out of IInd Installment of Rs.50.00 Crore was released during FY 2015-16.

The main objective of introducing this scheme is to provide financial assistance/loan to the members of Scheduled Castes/Scheduled Tribes/Other Backward Classes and Minorities, whose annual family income from all sources does not exceedRs. 2 lakh per annum,at a concessional/subsidized rate of interest for starting any income generating non-polluting permissible activities.

The eligibility criteria under the scheme is that the applicant must belong to SC/ST/OBC/ Minority group must be a resident of Delhi at least for last five years and should be between the age from 18 to 50 years. Further, to start the proposed activity, proper place either own or rented or allotted and should not have been declared defaulter under any of the schemes being implemented by the Corporation.

The funding pattern under the scheme is as under:

The term loan shall have to be returned in 60 equated monthly installments with simple/reducing rate of interest @ 6% p.a. after a moratorium period of six months. In case of prolonged default of more than 4 months, penal interest of 2% p.a. shall also be charged on default amount and the recovery shall be made as Arrears of Land Revenue.

During the financial year 2012-13, Rs. 50.00 Crore has been released to DSFDC as a loan. An amount of Rs.6.00 Crore out of IInd Installment of Rs.50.00 Crore was released during FY 2015-16.

During the year 2017-18 , DSCFDC has provided loan to 34 person under the Scheme “Dilli Swarogjar Yojna”.
