Welfare of SC/ST/OBC 
Year of commencement : Though the scheme was formulated in 8th Five Year Plan i.e. 1992-97, the actual implementation started in the 9th Five Year plan i.e. 1997-2002.
Background : Initially, the Municipal Corporation of Delhi (MCD) was tasked with implementing the scheme. However, during the period 1992-97 despite significant funds being allocated, the MCD failed to carry out the assigned work. Consequently, in 1999, the responsibility for this scheme was transferred to the Irrigation and Flood Control Department (I&FC) of the Government of NCT of Delhi.
Present guidelines of the scheme were formulated by Cabinet decision no. 987 dated 16.08.2005 by SC/ST dept.
Delhi Urban Shelter Improvement Board (DUSIB) was included as second executing agency under the scheme in addition to Irrigation and Flood Control Department (I&FC) vide Cabinet decision no. 1776 dated 16.05.2011.
Vide Cabinet decision No. 2474 dated 24-05-2017 besides inclusion of more activities under the scheme, the Council of Ministers also decided that the projects, based on the recommendations of the area MLA, may be executed by any of the executing agencies of the Government, after getting NOC from agency concerned, wherever required, in consultation with / concurrence of the administrative Department concerned.
Main Features of the Scheme:
a. The Scheme basically takes care of micro level local development issues related to providing basic amenities and improvement living conditions in the localities / Basties inhabited by the SC population.
a. Development of hygienic/ healthy surrounding in the localities inhabited by the SC population.
c. To ensure safety of the SC population by way of providing proper street lights to remove dark places.
d. The Basties which have a population of 33% or more of SCs/STs as per Enumeration Blocks in the Census record will be considered as SC/ST basti including resettlement colonies.
f. Assembly wise list of shortlisted Enumeration Blocks having population of SC persons equal to or more than 33% is available on the website of the Department.
g. The Area/Basti where such improvement works is proposed to be undertaken may be either on private land, Lal Dora/Extended Lal Dora or Government land allotted under 20 point programme with atleast 60-70% built up area.
h. No improvement work shall be recommended/executed in unauthorized SC/ST Basties on public/government land.
Permissible Work Under The Scheme :
- Repair/Construction of common bathrooms and community latrines, Repair/relaying of side drains and pavement.
- Kharanja/repair of Kucha roads (Brick edge soling), C.C. flooring of approach roads or kharanjas
- Repair/construction of community center/chaupal.
- Development of Parks and providing benches in public parks, Development of Sports complex,
- Installation of street lights including high mast lights for safety and security of people living in the SC/ST Basties,
- Installation of CCTV Cameras for security of SC/ST persons,
- Laying water and sewer lines and construction of main drains,
- Construction of gymnasium, Construction of library, Construction of dispensary
- Setting up of Schools including residential schools ,
- Construction/ Renovation/ Alteration of Ambedkar Bhawan auditorium (सभागार),
- Construction of reservoir, Overhead water tank for DJB water,
- Setting up of vocational schools,
- Solar Traffic Lights.
- Bus Stop and Bus ‘Q’ Shelter.
- Construction of commercial shed for providing tea stall, cobbler shop, tailor shop, other petty economic activities under the scheme.
- Construction of sub-ways wherever found technically feasible, Construction of culverts, foot – bridges/bridges
- Hostel for working women and school girls
- Crematoriums or development of burial grounds.
- Garbage Collection Centre like one’s in NDMC Area.
- Construction of tube wells and water tanks for providing drinking water to the people or execution of other works which may help in this respect.
- Provision of common services/ community services including maintenance of group toilets, courtyard,
- The development / Strengthening of common areas/common facilities/common passages / balconies /Courtyards/ Common stairs/toilet blocks and various facilities in the slum complexes developed by Slum & JJ.
