2. Coordination with different agencies for Implementation and Monitoring of the Provisions of – 

  1. The Protection of Civil Rights Act 1955, - Revenue Department
  2. The SC/ST (Prevention of Atrocities) Act -1989 – Revenue Department
  3. The Prohibition of Employment as  Manual Scavengers and their Rehabilitation Act, 2013 - Revenue Department & Ministry of Social Justice

3. Delhi SC/ST/OBC/Min./Handicapped Financial Development Corporation (DSFDC). Implements Income generating Schemes providing subsidized loans and Providing Vocational Training/skill Training.

4. Administrative Department for Commission for Backward Classes of National Capital Territory of Delhi.

5. Administrative Department for Delhi Commission for Safai Karamcharis (DCSK)

6. National Action for Mechanized Sanitation Ecosystem (NAMASTE) Scheme – The objective of the scheme is to formalize and institutionalize the persons engaged in hazardous cleaning of sewers and sceptic tanks and promoting safe and mechanized cleaning through trained sanitation workers. This scheme is implemented by this Department and Urban Development Dept. for 3 years i.e. from F.Y 2023-24 to 2025-26.
 

Responsibilities of Social Welfare Dept./DSCST for the Implementation of NAMASTE Scheme Components :-
i. Identification of data gaps of informal SSWs to ensure their inclusion in the profiling process.
ii. Monitoring of the data of SSWs uploaded in the MIS portal for all NAMASTE components.
iii. Facilitating linkage of beneficiaries with applicable Social Welfare schemes at district level through the District Social Welfare officer.
iv. Coordination with National Health Authority (NHA) and monitoring of Health Insurance under AB-PMJAY.
v. Monitoring distribution of NAMASTE ID cards to validated SSWs.
vi. Monitoring distribution of PPE to SSWs and safety devices to ERSU, operationalization of helpline number and protocols for confined space entry.
vii. Monitoring implementation of model contract as per Supreme court judgement at ULB level to ensure safety and dignity of SSWs.
 

Responsibilities of Urban Development Dept. for the Implementation of NAMASTE Scheme Components :-
i. Profiling of SSW: Identification and profiling of Sewer and Septic tankWorkers (SSWs) through profiling camps
ii. Convergence with Parastatal agencies and other relevant departments such as Jal Shakti Departments for inclusion of SSW across the state
iii. Establishment of Emergency Response Sanitation Unit (ERSU) in larger Urban Local Bodies (ULBs) of each district and Municipal Corporation as per MoHUA Advisory
iv. Nomination of Responsible Sanitation Authority (RSA) in each district.
v. Operationalization of helpline number- 14420 in each ERSU to get service request from service seekers for cleaning of sewer and septic tanks
vi. Procurement and distribution of PPE Kits to identified and validated sewer/septic tanks workers as per NAMASTE scheme guidelines
vii. Procurement and distribution of safety devices and equipment to ERSUs as per NAMASTE Scheme guidelines
viii. Channelization of NAMASTE funds to ULBs
ix. Undertaking Information Education and Communication (IEC) activities in ULBs and across the state
x. Ensuring that the ULBs upload and maintain the ULB level data in the NAMASTE MIS portal
xi. Facilitating the interested ULB to nominate sanitation workers under the Swachhta Udyami Yojana (SUY) scheme
xii. Ensuring that all the ULBs form batches of validated SSWs at ULB level for occupational safety training
xiii. Coordinating and sharing relevant information and data of SSWs with SNO from the Social Welfare Department (SWD) for smooth implementation of the scheme.
xiv. Facilitating formation of Self Help Groups of identified SSWs under National Urban Livelihood Mission (NULM) to avail capital subsidy under NAMASTE.
xv. Facilitating work assurance to SSWs nominated to take up sanitation work as 'sanipreneurs’
xvi. Ensuring implementation of model contract as per Supreme Court’s judgement
