WELFARE SCHEMES :-

(A) Government of Delhi. The plan schemes included under the sector "Welfare of SC/ST/OBC" are being implemented by Departments of Government of NCT of Delhi.

Other Schemes (CENTRALLY SPONSORED SCHEMES)

  1. Implementation of the Protection of Civil Rights Act, 1955 and SC/ST (Prevention of Atrocities) Act, 1989. Incentive for the Inter Caste Marriage
  • Financial assistance is provided to the SC/ST people for their rehabilitation, who are victims of atrocities by non-scheduled castes people. The assistance is given as per the provision of the SC/ST (Prevention of atrocities) Act and its Rules.
  • Terms & Conditions
  • FIR must have been lodged in Police Station under section 3 of the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989.
  • Atrocity must have been committed by non-SC persons.
  • Victim must belong to Scheduled Castes/Scheduled Tribes category and having his/her Caste Certificate.
  • Victim must be residing/belongs to Delhi.
  • Period - Within Seven days of receipt of application.
  • The relief/compensation is provides to the SC/ST Victims by the Concerned District Magistrate/ Sub-Divisional Magistrate (The Department for the welfare of SC/ST (DSCST) has given its authorization of the budget under the above said scheme to the Revenue Department, GNCTD with prior approval of Hon'ble Lt. Governor, GNCTD).

Incentive for the Inter Caste Marriage:

  1. Marriage between non-SCs and SCs as it is an effective instrument of combating the evil of casteism. 
  2. When marriage is registered between SC and non-SCs couple an incentive of Rs.50,000/- is provided.
  3. The Secretary (DSCST) is a competent authority to authorize the concerned DC to operate the head according to the number of cases @ Rs.50,000/- per case. Complete application forms will be kept in the custody of respective SDMs Office.
  4. Registration of marriage in the Office of the Registrar, marriages is compulsory.
  5. Couple engaged in the inter caste marriage can apply for incentive within two years from the date of marriage.
  6. Either husband or wife should be permanent residents of NCT of Delhi.
  7. Mother and father of the person of any other State, engaged in the inter caste marriage should be residing in NCT of Delhi for the last five years.
  8. The widow or widower up-to age of 35 years having no children can avail the incentive under this scheme after doing the inter caste marriage.
  9. The engaged couple should produce a proof of living together after the marriage at the time of release of the amount of fixed deposit.

ACHIEVEMENTS

Department for the Welfare of SC/ST/OBC Achievement

  1. Delhi has the distinction of having a separate department for the Welfare of the SC/ST/OBC headed by a senior officer. The department facilities accelerated development of the SC/ST/OBC people and is implementing more than forty plan schemes in the field of educational, social & economic development by way of providing monitory support both as grant and loan.
  2. “Delhi Safai Karamcharis Commission” has been constituted to look into the grievances of Safai Karamcharis of NCT of Delhi.
  3. In another decision which has benefited lakhs of SC /ST people who have migrated to Delhi from other parts of the country, the guidelines for issue of SC /ST certificates have been liberalized. Earlier, only the people who migrated prior to 1951 were being issued SC/ST certificates as natives of Delhi. For others, there was a tedious process of verification from their home district, which took months. Under the new order issued on July 27, 2005 the applicants who are born in Delhi or who have studied in Delhi or who have resided in Delhi for the last 5 years will be issued the caste certificates without such verification.
  4. Until recently, the benefit of reservation in jobs in Delhi was available only to the native of Delhi and not to the migrated SC/ST people. An order has been issued on June 30, 2005 making all the SC /ST candidates, irrespective of their nativity, eligible for the jobs under the Government of NCT of Delhi. Over the years, thousands of SC /ST people will benefit from this decision.
